Legal Question in Family Law in Illinois

my husbands ex has not maintained consistent contact with the kids for 11 months before that 9 years my husband and i have been supporting them for 9 yrs with nothing from her til 09 when she got made to pay...what i want to know is since she hasnt maintained contact with them she is currently inconsistent with childsupport and she is supposed to pay 34 percent of all bills and she committed fraud on my husbands credit and none of the children but one cares if she contacts.all the others dont care.

Her visitation is reserved due to being incarcerated for drugs theft and fraud of others and she has made no attempts to file she thinks that my husband should just allow her when she extremely neglected them and hasnt been around he allowed her to see them in march last year when she was out of prison for 4 days it was supervised we do not trust her she is a manipulator during this visit we also got told she did drugs (meth) when she was pregnant with our youngest and he has adhd and learning disabilities she told the kids what they wanted to here and then she hasnt made contact...she recently made a facebook account (fake name) so that she can contact our oldest boy he is oppositional defiant and is in counceling and when see tries contact he gets in a weird mode...for days...he doesnt understand why he is upset...the previous contact she had with the oldest boy caused him to be in trouble at school always after she had contact he got so far as to get a 1 day in school suspension and then he asked me can you tell her not to call for a while and during that time he didnt get into trouble one time. This woman had these children living in disgusting filth never fed or bathed them never made sure they went to school, she would forget if they went....one story when our youngest was maybe a few weeks to a month old she was passed out on the couch drugs on the table and a neighbor/friend went to her house because her daughter was playing accross the street and heard the baby screaming for 30 min and she walked in and the mother passed out this woman picked up the baby mind you mother didnt know nothing still passed out and baby was drenched and hungry so she took all the kids to her house bathed them washed their clothes and fed them and took them back and told them stay in the house baby was with her then when the mother finally woke she was confused...the kids were always at the neighbors begging for food...she would hop from one home to another...so all reality she has not changed or made effort.
