my husband\'s 14 year old daughter wants to live with her father and I(stepmother) his ex-wife said she can live with us but will not sign over her rights what can we do?

Why would you want her to sign over her rights? It is not necessary that she do so for your husband's daughter to come and live with you. Assuming that she is the custodial parent, all
your husband needs is for his ex to sign a permission slip for the child to live with him. If you are looking to terminate support while your step-daughter lives with you and the mother is refusing, then you have a totally separate (and different) issue which you should deal with and must deal with in court if this is intended to be a permanent change of residence.
