Il non support punishment act

Has anyone ever had a case charged under this law? If so did It go any farther than the circuit judge and a slap on the wrist? It seems to be a good support law but doesn't seem to be enforced...where is it lacking the teeth it seems to have?

It has teeth but it requires that the other party keep pushing it and the offending party ignore a court's order. Usually one of those two stops happening.
