Is it illegal if a parent of a joint custody minor uses the last name of her current husband for the minor instead of the child's legal last name?

Unless there is a court order allowing the change, it is improper. If you have joint custody, you have mediation provision.

ask to mediate the issue and find out what is her basis for the change. If she has none, ask her to correct the records, and if she refuses you have to file a petition for adjudication if u==indirect civil contempt against her.
