Illinois Law Regaring Biological Parents vs Third Party Caregiver

I was told that Illinois is a state that allows for the biological parents to rights of time with a minor child over a third party caregiver. I am looking for what that is called and where I can find it documented.

Hello. This is true. I am presently working on a case where there is a battle between the biological parent and a relative who was essentially a caregiver. This area of the law is still repidly developing. Essentially, it is a custody issue. The courts still use the standard of what is in the best interest of the minor child.
