IRS supercede court order

My divorce papers say that I get to claim my daughter, but the IRS say that owe them back money for claiming her. IRS said thsy do not care what divorce papers they supercede them. Can the IRS supercede a court order?

Yes, in the sense of how you claim dependants. Just because a court says you MAY legally claim a child, doesn't mean that it is proper according to IRS regulation.
