joint debt after divorce

In my brother's divorce it states that his ex-wife was awarded her car, including the resposability to make the payments. IT did not specify that she must refinance the loan removing him from the loan. She was late on the car payment so the bank automatically withdrew the amount from an account that he holds there, since he is still on the loan. I understand that the bank can take their money, in any way that they can. What can he do at this point to make her refinance the car loan, taking him off? What if she can not qualify for a loan on her own(since she is un-employed)? If he continues to make the payments for her, for the sake of not ruining his credit, can we take possesion of the car from her? He is really at a loss here, thanks.

Based on the Info that you are telling me, It appears that the best way to resolve this case is to take legal action to copell the ex to refinance or to sign over title.
