Juvenile laws
Having problems with 17 yr. old son. Threatens us and breaks things in home.Have caught him drinking. Says we can't do anything since he isn't 18 yet. What does the law say?

Well, he can still be criminally charged. It may not do much at first. However, if he is destroying property and making threats of violence it might be sufficient to hold him in detention and maybe that will wake him up.
You didn't include any history here. Is there something that preceded this? Does he have medical problems? Has he ever been diagnosed with anything like ADHD, tic disorders, seizures? Could it be a rebellious phase? The only reason I mention the criminal option is because as far as public response it's about all there is. Depending on the underlying reason for his behavior, however, there may avenues you could pursue. And what you describe is really not so uncommon. It's one of the perks of being a parent.
