Legal Question in Family Law in Illinois
I live in Illinois with my two children and I am married but separated from their father. I want to move out of state, and he will not allow me. Says thats kidnapping. Is he right? Or can I leave?

It is not kidnapping, since you are the custodial parent. However, you are required to get permission from the court before you leave the state for good. It is called a Petition for Removal, and you need an attorney for this type of Petition, as I am guessing he will fight it.
