Legal Question in Family Law in Illinois

I live in Illinois by the missouri border. I have a 2 yr old daughter with my ex boyfriend and he has her 3 over nights a week. I want to move to missouri and of course take my daughter with me, it's closer to the hospital I work at, closer to the school where I attend for nursing and it's in an awesome school district (for her siblings from my previous marriage) and it's also closer to my future step daughters who also go to the same school district but the father of my child is telling me that I can't take her out of state, he's being ridiculous, we live on the bi state border. Can I move with her without his permission? I really want to get this done before the kids start school and I don't have a ton of money to waste on lawyers and court fees.

If there is a court proceeding previously filed with regard to the child you can not move out of state without a court order.
