Legal Question in Family Law in Illinois

We live in India now. We would like to change our 2yr old's (born in US) name. How can v do it from here? We need it changed in the BC, SS Card & PP.

AS you do not live here, and you would have to appear in court, it makes little sense to do that here. If Indian law allows a change of name, why not do it there and submit certified copies to BC(?), SS and PP(?).
