Legal Question in Family Law in Illinois

I want to make my ex husband pay the courts so he pays on time. how do I do this without a attorney? I have no money but he keeps paying late and laughing when I call him for the money.

Is this a divorce situation, or simply a child support order? If the former, you will have to go to court on a motion to enforce the divorce decree if he is in default. If the latter you can see the State's Attorney.
