Medical bill responsibility

My girlfriend was recently informed that she owes $4200 dollars for medical expenses from her freshman year of college (2002). Wouldn't she have still been a dependent? Isn't the father responsible to pay for the charges? How would one go about proving that, assuming the father will not help out whatsoever? She went to college in Florida.

I assumew that your girlfriend was 18 years of age when she was a freshman. If so, she's an adult, and responsible for her own debts.
