Medical Insurance

If court order has Dad as primary in Joint Parenting Agreement and he has final say on medical decisions, and Mom takes kid to a psychiatrist (non-emergency) without notifying Dad or getting his permission and submits bill to Dad 8 months later, does Dad have to pay? His insurance would have covered it 100% had she notified Dad at the time of care, however, doesn't have that insurance anymore.

How does he start mediation process (he can't afford lawyer)?

In my opinion he does not

have to pay. Check the

local bar associations for

a pro bono list of attorneys.
