Let's say you have two minor childeren that are half siblings. They have a father in common. The father was not married to either mother and never saught visitation for either child even though he paid child support to both mothers. One of the mother's passes away and the child is left with family friends. The other mother would really like to connect the two children and has written the friends of the deceased mother, but can not get a reply. Is there any rights the sibling has when it comes to visitation?

I think you can petition the court on behalf of the minor child for visitation with the other sibling. You will likely need an attorney to do this and you should consult one in your area.
