The mother chose not to received child support. If she decided to get child support at a later date, can she get it back when from we were file for divorce or will start on the date she filed for support?

Child support is always able to be modified. It sounds as if it was reserved and now she is pursuing support. There is a provision for retroactive support, even to the child's birth, but there are a few factors for the court to consider first. Usually, at least in Cook County, support will be retroactive to the date she filed her petition. You should consult with an attorney about this issue.
