Legal Question in Family Law in Illinois

If mother and father have joint legal custody and father has sole physical....after mother had child alone for 13 years......is it legal for the step mother to smack the child in the face? What can the mother do? I have called cops they say child is fine.

Domestic violence is something that would need to be investigated. Cops usually don't like to get involved in non-criminal matters, such as this.
