Legal Question in Family Law in Illinois

can a mother legally move her underaged (17) daughter from Illinois to Indiana to live with the daughter's boyfriend's (22 + yrs) ? Is the boyfriend then in legal jeopardy?

If the mother has custody under the terms of an Illinois court order, she can not move to Indiana with the court's approval (which may include an Agreed Order approved by the non-custodial parent). It may be a violation of Federal law to move a minor across state lines for an illegal purpose (the Mann Act) but I not know if a prosecutor would pursue the case with a 17 year old. I have no idea what the Indiana law is.
