Legal Question in Family Law in Illinois

Nephew's dad left, how does my sister get all the rights so the dad has no rights? He doesn't pay child support, hasn't seen his son or called his son in over 5 years.

She would need to petition the court to terminate his parental rights.

As far as I am aware the only place to terminate is in the context of an adoption. Divorce courts and parentage courts do not terminate rights.
