Getting my nephews out of foster care?

I left my nephews in the care of my estranged husband while I got on my feet after leaving him. He lost them and in the process my sister passed away. No fathers. I want to get them back Catholic Charities says I abandoned them. Now they are giving me the run around. Won't return phone calls etc. I want to adopt them. No one will adopt both because one is delayed emotionally. I raised them for three 3 prior to leaving. How can I get a meeting with these people. Or should I just file a petition for adoption? They didn't even ask me my side of the story about leaving my husband they just took his word on everything and he was very bitter. I tried to stay in their lives but was shut out by my husband. I wanted to get them but Catholic Charities said I was going thru a traumatic divorce. Which was not true, I left him. Would someone be willing to help me set up a meeting with the agency? I would really appreciate it. The kids have been moved three times in one month. Thank you
