Non custodial parents rights revoked

My fiance has two kids from her previous marriage. She divorced in 2000 and she has not see or had any contact from her Ex since then. He was given supervised visitations every other weekend for 5 hrs but has never exercised this agreement by the court. He was only allowed supervised visitation because of alleged molestation of the old male child who is now 11. That case was thrown out because there was not enough evidence to convict. The Ex husband has recently tried to make contact and my fiance does not want this to happen. So the question I have is does the state of Illinois have any statute of limitation on how long a parent can be out of child's life before their parental rights can be revoked. Any information or direction on this issue would be greatly appreciated
