Non Parental Child Custody

I want to know what legal standing I have to file for custody of my younger sister's four children living in Illinois based on the best interest of the child. She is not providing them with adequate, food, clothing, shelter and medical attention. She also engaged in a abusive relationship wuth the father of three of the children. She is also dodging court appearances with the father of the other child. Alledgedly a warrant has been issued for her arrest in Illinois for failure to appear.
