Legal Question in Family Law in Illinois

I need to know how to obtain joint custody of my 16 year old niece (sister's daughter). My sister has full custody of my niece. Last year, my niece moved from Chicago, IL to Pasadena, CA to live with me and go to high school. She has been living with me for a full year and my sister still lives in Chicago.

The purpose of gaining joint custody of her is so she can be on my health insurance. My sister has agreed to allow me to have joint custody, but I don't know where to begin. Any advise on where to start and the possibility of obtaining joint custody will be very appreciated.
