Can a parent 'return' an adoptive child?

There's a couple in Hong Kong who have 'returned' their adoptive child. The news article that I read says that Hong Kong has no law against this but I'm wondering what does the law say about this in Illinois (and other parts of the USA)?

You cannot return an adopted child.
