parent rights in Illinois
can a noncustodial parent sign away his rights even if no one else is wanting to adopt the child?

In Illinois, if no one is waiting to adopt, it is very difficult for a parent to have their rights terminated unless the state is seeking to terminate based on drug use, abuse or something similar. If that is not the case, then you will have a difficult time having your rights terminated as the state views it in the best interests of the child to have two parents.

Yes, but it must be in the "best interest of the child" as determined by the Court.
