both parents passed away in the last two years boy is sixteen now is living with half brother he very unhappy can he come to live with us if he wants

Who are you and what is your relationship to the boy? Are you able to support him? Can you provide for his schooling? What is your personal relationship, etc.? Until you can answer these questions in the boy's best interest, its impossible to give you a thoughtful answer.
