WHO has to pay...

I have my kids insured on my insurance and on the order HER ATTORNEY added (on his own will it wasnt discussed in court) that I will pay for the whole premium and half co-pay and prescriptions. Doesn't she have to pay for half the premium?

No. It is generally the obligation fo the non-custodial parent to get and pay for the health insurance of the children. It is also standard for both parties to split the medical expenses not covered by the insurance, including prescriptions, deductibles and the like. Sorry for the bad news but the language you describe is standard.
