Too general a question. What are the ages of the children. Is the parent who does not have the kids objecting to the new residential situation? If this in in Chicago, it may well be treated differently than if in a different county. If that parent objects, then there are a few problems that may exist. Each situation is very fact specific, so that more of a meaningful answer is problematic.
