can a petition for minor name change be filed under a family law case for petition to establish paternity and for custody? Kane county, IL

In theory yes, you can ask for the name change in that case, but each County handles cases differently. You may not need a formal Petition to Change Name. You can ask for that relief in the underlying pleadings.
