Can a nursing home administrator contact and threaten garnishment of all family members when only one family member has power of attorney?

A nursing home administrator cannot garnish anyone's wages unless that person is financially responsible for the ill family member by contract or operation of law. A power of attorney is not sufficient to make someone liable for medical bills.
