My question concerns adoption. I have been raising my two year old daughter on my own since the day she was born. I am getting married and my fiance wants to adopt my daughter. She only knows him as her dad. He is in the military and stationed in another state. He will be deploying for Afghanistan within a years time. The biological father is cout ordered to provide child and medical support, but he has done neither. He refuses to terminate his rights even though he does not take part in her life. He has not seen her since she was six months old and owes over 6,000 in child support. How can we go about proceeding with an adoption if he refuses and if my husband is overseas?

Suggest you wait until your husband returns from his deployment. If it is a question of money, once you are married, I think your husband can still declare your daughter as his dependent for military pay purposes. You should also be careful about rushing into an adoption along with a new marriage.
