Legal Question in Family Law in Illinois

My question is my ex wife at least one`s a week (sometimes 2) doesn`t let me talk to my kids,we have a parenting agreement daily from 7-9 most likely friday or saturday she leaves the kids with anyone,and when I called she doesn`t answer, she doesn`t have a ground phone line only her cell (she is the one controling the phone because she does not want the kids to call me that`s what my kids said to me) with this problem how can I make her respect the parenting agreement,is this something I have to take back to the court or what can I do (she doesn`t listen to me regarding this issue) can anybody tell me what to do or at least tell me the following steps if I have to go back to court?

You probably should file a motion seeking to modify the terms of the Parenting agreement to allow you to provide a cell phone for the kids, and if the court allows it, give the kids a cell phone (depending on their ages).
