I registered Oklahoma divorce decree to include all modifications as foreign judgment in Jan last year, if I or the father wants to modify this order what state will modify the order?

One can register a judgment anywhere. Where does Dad live? If he does not live in IL and has no contact within the state, an IL court would not have any jurisdiction over him unless he voluntarily submitted to the jurisdiction. So iif he has not contacts here, then support has to be l litigated in OK. AS to custody issues, you may file a petition here, an then the IL court would consult with the OK court and determine whether you can proceed here or if you have to proceed in OK.
