what rights does a 17 1/2 year old child have in living choices

We have 17 1/2 daughter who wants to move in with her father who has joint custody with her mother and the mother has primary placement . The child now wants to move from wiscosin to illinois to reside with her father who is 45 miles away from her . Her mother was talked to refuses to let the child stay weekends and to live here for the summer . The child want s to reside with her father for the summer and some weekends and return to mothers for her senior year of highschool . We like not to have to take this court, is the child old enough to make her own decisions in this matter without any repercusions to her and to her father by her mother . she. Has a lot of problems with her mother and step father and needs a break . Mother stated that the daughter needs to be there to do child care for her mothers 15 month old son . And pay money for things her mother she says the child owes her even though the mother recieves 400.00 a month from her father in child support which could cover these expensives . The child states if she cannot come here or get out of there she has thought of running away . So there is some urgancy to this probalem . Thankyou
