I signed a final and irrevocable surrender to an agency for purposes of adoption of a born child paper and now my sister has custody and will not let me see them. Can i file for visitation?

No. You irrevocably surrendered your parental rights. You, therefore, have no rights that a court can enforce unless you can prove, somehow, that you were incapacitated when you signed the irrevocable surrender (a very difficult thing for you to prove).
