Legal Question in Family Law in Illinois

I am a single mother of 4.. I was raised in Texas and moved to Illinois when I was 15. I have never been married.. I want to move to Missouri to be with some family and get help with school, job, and housing.. Do I have to go through the courts to move my kids out of state.. my kids dad was around for awhile but he has had another child with another woman and is currently homeless.. he doesn't pay child support and when I took him for joint custody he refused to sign the agreement in court.. I take care of my kids day in and day out... I need to move to get assistance from my family so I am not alone raising my kids.. Can I move without going to court?
