Legal Question in Family Law in Illinois

I have sole custody of my daughter .

I am planning to move from illinois to missouri which will actually be closer to her father but will cross a state line. Am I responsible to petition the court to move or is he to do it?And what are the chances that he will win if we will be closer and he only has every other weekend visitation?
