Legal Question in Family Law in Illinois

My son paid his ex wife, in Chicago, 20% of everything he earned for child support for the two years he was working. When he lost his job 21/2 years ago his judge refused to reduce his child support payments. The judge now threatens that when he gets a job 100% of whatever he ears will have to go for the accumulated payments during that interval even though he actually earned nothing during the period.. Is this legal ? Are there cases in Illinois that should be studied for relevance to this decision or can the judge just do whatever she wants.

I do not beleive that a judge can order 100%.
