Legal Question in Family Law in Illinois

My son recently got a divorse and was given custody of their 3 children. Before the divorse, they had a savings account saying that no withdrawls could be made unless both he and his wife had to be there at the bank to make any withdrawls. Does he have to get a court document to take to the bank so he can get money to support the kids as he is unemployed and the money was from a workmans comp settlement he was awarded.
