Legal Question in Family Law in Illinois

My son wife joined the Navy, and now she is schedule to be sent to Virginia in August. They have two children together and she had two before they married. In order for her to enlist in the Navy, my son had to sign documents stating the he was the care parson for the children. Now they are separated and he wanted to know if she can leave and take his two children with her.

Without being able to read what she has signed, unless there is a court order giving him custody of the children, she has an equal right to them and can take them. Just as he can.
