What if a spouse in a divorce case leaves town and can't be found to sign the divorce papers ? Is there away to make a divorce legal without a signature from other spouse?

Yes, you move for a judgment. In Illinois you never need other spouses consent/signature to divorce. Only if you want to "settle" do you need a signature.
