Legal Question in Family Law in Illinois

I know in some states both parties have to pay for their own laywer. However in others the losing party can be forced to pay for the other parties laywer. I also know this is true for any state if its in a contract. I have to ask though, with out a contract which law applies in the state of Illinois?
