Legal Question in Family Law in Illinois

I stays in my own county holding H4 visa. My husband is a Indian citizen holding work permit visa for US. Now I would like to know that if he do not provide required docs and sponsorship for my visa renewal then will it be considered as domestic violence. Can a case be filed on such ground? Is this is a punishable offense in US?
