Step parent and deployments

i, my ex and my current husband are all in the air force. the ex is in IL and i am now in VA (divorced filed in IL - 2006) i am slated for a deployment in jan-may 09. my ex has stated that he is taking the girls and that my current husband has no right to keep them. ok. is there anything anywhere that says my husband can at least keep in touch via phone calls once a week? my ex is saying while they are with him- he will not allow my husband to talk to them at all. and i wont be able to do any thing while over seas. in our decree it only states that the father will not talk bad about the other parent, make joint decisions for major issues, etc. the standard stuff. but nothing for step parents... please give me some insight or point me in the right direction.

You as the children's mother would certainly have the right to keep in touch with them by phone.

I am, however, not aware of any requirements in the law, absent a specific order from a court, that would confer such a right on a step-parent.
