what steps or what is needed to legally keep a grandparent from the grandchild when both parents agree, a permanent solution restraining orders are temporary.

Huh? If you obtain a restraining order and the grandparent violates it, the police, and the courts. If you don't, only the police IF there is a breach of the peace involved.
