Legal Question in Family Law in Illinois

My stepsons father never signed his birth certificate but the state made him pay child support, my wife and I have been married for 6 years but have been together for 9 and I have been really the only father that my stepson has had since he was 1 year old, my stepson wants his last name to be mine just like his little sisters but the biological father is hard to contact he never calls my stepson and hasn't talked to him for years can we legally change his last name not an adoption just a name change without the biological father being part of the process
