Taking child out of state

In Illinois, if a parent has sole custody of a minor child (12 years old), can they move and take up residence in another state without the other parent's written permission?

Hello. In Illinois a parent with custody must

file a petition for removal before moving to

another state. The requirement is to protect

the interest of the other parent and the interest

of the child in seeing the other parent. The

court has many options in penalizing one who

leaves the state, without filing a petition for
