She keeps violating the court order and lives out of state
in march of 2007 my ex wife was granted permission to move out of state w/ our daughter and thus there was a modification of the visitation order. i was given daily phone contact between specific hours, and reasonable visitation throughout the year alternating holidays and such. in addition, the order states that i'm supposed to purchase the travel arrangements and then she is supposed to reimburse me for 1/2 within 14 days of reciept of my purchase receipt. last year we had a verbal agreement for arrangements and no $ was exchanged. now another visitation happened and she's not paid her portion. (it's now 1 month over due) On numerous occations, i haven't been able to reach my daughter for phone visitation and haven't gotten a call back... who has jurisdiction? the state the order was made or where they live? how do i get this order enforced?

The state that issued the order. You need to go to court and engage in "post-decree" petitioning of the court. If you have a decree that says the ex is supposed to do something, and can prove she did not do it, then it is simple, and oftentimes the court will force her to pay your attorney's fees on the theory that you would not have had to bring the petition in the first place if she had followed the order.
