Legal Question in Family Law in Illinois

I am wanting to know how do I reopen a previously dismissed child paternity case in Madison County, IL. I requested court documents from Madison County Vital records. The documents I received are from a case naming a man as me and my sister's father. There are no known blood test results. When test were ordered my mother did not showed and because of that the case was dismissed.
