Legal Question in Family Law in Illinois

Wasting money
My wife and her ex have been in a bitter dispute over her 1st child for 6 years now. He is representing himself pro-se and takes us to court constantly. (emergency hearing just last week to change vacation pickup time 4 hours) we have incured lawyers fees approaching 40,000 dollars with no end in sight, he has been ordered to pay 6,000 for incorrect procedure, filing etc. He outright tells us he is just going to waste our money until we are broke, our attorney tells us there are no provisions to stop somebody from doing this in Illinois. is this true. It also should be noted that he has an arrearage of 11,000 owed to be payed from pending workmans comp claim. He also received 36,000 dupage county award for suing a Bar-money paid 60 days ago, he has not worked in 3 years. When my wife showed up to court one time unrepresented they walked all over her.
